What is the reason that, in aggregate, all levels of government are racking up more and more debt?

We have authorized our politicians and bureaucrats to spend more than the taxes we pay into the system. Issuing debt against future tax receipts provides a temporary solution, but it means that we’re mortgaging our children and grandchildren.
