No doubt, many of the rules and regulations imposed by these departments and agencies do prevent harm, at least narrowly conceived. But they also violate the individual rights of all parties involved. Scientists, producers, distributors, marketers and consumers of products and services—that is, all of us—are forced to act in accordance with the government-imposed rules and regulations.
